U.S. Department of Labor (DOL) - VETS - 100 Database

Challenge

The DOL, Veteran's Employment and Training Services (VETS) verifies that Federal contractors are compliant with the VETS-100 reporting obligation. This report is a tool used by the DOL to help ascertain whether contractors are meeting their goals as set forth in their affirmative action plans. Federal contractors must also show active recruitment of targeted veterans. HeiTech Services was charged with creating a searchable online database that allowed Federal-contracting officers to verify whether a Federal contractor has been compliant with the current year VETS-100 obligation.

The Strategy

HeiTech Services wanted to create an online search that was easy to use and accessible to contracting officers in the field. The solution was to make the database available online at the VETS-100 website using the following technologies:

  • IIS 4.0 - VETS 100 WEB System host;
  • IIS 6.0 - Web Service host system;
  • ASP - VETS 100 WEB System (Entry and Search);
  • ASP.NET Web Services;
  • VB.NET - NT Service;
  • MS SQL 6.5 - Local Web Server Database;
  • MS Access 2000 - Distant End Database; and
  • OLEDB Database Connectivity

Results

In conjunction with the National Veterans' Training Institute, HeiTech Services was able to create a database that was accessible online to contracting officers. This database allowed contracting officers to verify VETS-100 compliance without the lag-time associated with unanswered phone calls and emails. This online database is updated using an XML service every twenty minutes with information that HeiTech Services provides, as well as information obtained from online filing.

HeiTech Services also maintains the VETS-100 helpdesk that assists contracting officers in their search for Federal contractors.
